The draft decision, which has the characteristics of a regulatory act, is published

At the meeting of the National Commission that carries out state regulation in the spheres of energy and communal services (hereinafter – NKREKP), which was held in the form of an open hearing on March 27, 2024, a draft decision that has the characteristics of a regulatory act was approved – the draft resolution of NKREKP “On making changes to the Procedure for establishing (forming) the tariff for electric energy transmission services”.

On February 13, 2024, the NCRECP adopted Resolution No. 281 of the NCRECP “On Amendments to the Transmission System Code.” The mentioned changes, in particular, provide that the sources of financing the investment program for the forecast year are determined taking into account the requirements of the Procedure for the development, submission for approval and implementation of the investment program of the transmission system operator, which is Appendix 12 to the Code of the Transmission System, approved by the Resolution of the NCRECP dated 03.14.2018 No. 309 (hereinafter – KSP), according to the form given in Appendix 13 to KSP.

The requirements of the Procedure for establishing (forming) the tariff for electric energy transmission services, approved by the Resolution of the NCRECP dated 22.04.2019 No. 585 (hereinafter referred to as the Procedure), define the procedure for establishing (the Procedure) and a detailed mechanism for calculating the tariff, which regulates the procedure for actions and the preparation of the necessary documents, in particular, the list documents that the economic entity must submit together with the application for setting the tariff, the procedure and terms of consideration of the application, and the conditions under which the tariff for electric energy transmission services is established.

Thus, there is a need to bring the norms of the Procedure into line with the changes to the KSP, made by the Resolution of the National Committee of the National Committee of the Russian Federation No. 281 dated 02.13.2024.
In view of the above, the NCRECP has developed a draft decision that has the characteristics of a regulatory act – the draft resolution of the NCRECP “On Amendments to the Procedure for Setting (Forming) the Tariff for Electric Power Transmission Services.”
The project of the decision, which has the characteristics of a regulatory act, the analysis of the impact of the decision of the NCRECP, which has the characteristics of a regulatory act, and the comparative table are made public by posting on the official website of the NCRECP.

Comments and proposals to the published materials from individuals and legal entities, their associations are accepted until April 18, 2024 (inclusive) in written and electronic form.
